The World Wide Web Consortium (W3C) is an international community where organizations, members, full-time staff and the general public work together to develop Web standards and guidelines. Released by Web inventor Tim Berners-Lee and CEO Jeffrey Jaffe, W3C's mission is to guide the Web to its full potential.

Its motto is:

"Guide the Web to its maximum potential through the development of protocols and guidelines that ensure the future growth of the Web."

Through several agencies, it releases standards and technologies on which the Web documents will be based. Among the best known standards are PNG for graphics, HTML for sites, CSS and SOAP.
